Consent - Willowburn Extents

There are multiple consents which relate to these areas.  Summaries of the intended purpose of the consents are covered below, however for the full consent requirements, please contact Mike Brazil on 027 453 3309.

 

Otago Regional consent for discharge of silt/sediment (RM.11.209.06)

Purpose: To discharge contaminants to coastal waters throughout the Otago region for the purpose of maintaining state highway bridges, culverts and other structures

GENERAL RULES

  • Must take all practical steps to minimise the release of sediment into water while disturbing the coastal marine area including:
  • undertaking works during low flows;
  • constructing and operating temporary diversions; and
  • operating machinery from the bank or foreshore, where possible
  • Must ensure that all practical measures are taken to prevent cement and cement products, from entering flowing water including:
  • avoiding flowing water come into contact with the concrete until concrete is firmly set
  • using boxing or other similar devices to contain wet cement during construction of the structure
  • ensuring that the handling of cement is undertaken in a manner that does not result in spillage into water
  • if any concrete is spilled beyond the boxing, pouring of concrete shall stop immediately and all concrete shall be removed from the water
  • No equipment used in the pouring of concrete to be washed out on site
  • No lawful take of water shall be adversely affected as a result of any discharge
  • Discharge does not give rise to any significant adverse effect on aquatic life
  • Must take colour photographs prior to, during and at the end of work.   Specific requirements and where these need to be sent are available from Mike

To remove plant material from regionally significant wetland (RM.11.209.07)

Purpose: To remove plant material from regionally significant wetlands throughout the Otago region for the purpose of maintaining state highway bridges, culverts and other structures.

GENERAL RULES

  • 20 working days prior to its commencement notice must be given to relevant authorities – contact Mike for specific details
  • The consent holder shall replant those sites where wetland plants have been removed with native species propagated from local seed sources within one month of completing the work

 

To maintain bridges, culverts and other structures (RM.11.209.08)

Purpose: Region wide consent: Temporarily diverting the flow of a waterbody, water from or within any regionally significant wetland – Willowburn Bog, or water that affects the water level for the purpose of the maintaining state highway bridges, culverts and other structures throughout the Otago region (excludes access culverts).

To place, alter, or remove structures fixed in, on, under or over the bed including the disturbance of materials and the clearance of debris or redistribution alluvium surrounding any structure to safeguard the function or structural integrity of the structure; and to drill the bed of various watercourses for the purpose of maintaining state highway bridges, culverts and other structures.

GENERAL RULES

  • Water must not be diverted into any other watercourse or onto land where it will enter another watercourse
  • The diversion of water must only occur once the diversion channel has been fully excavated, placed or constructed
  • The diversion must only remain in place while the works permitted by land use consent RM.111.209.01 are being undertaken. On completion of the work, the diversion shall cease and the site shall be returned to its natural state
  • Must slowly dewater and/or divert the works area and ensure that no fish become stranded. Stranded fish shall be removed replaced in flowing water downstream of the diversion
  • Must take colour photographs prior to, during and at the end of work.   Specific requirements and where these need to be sent are available from Mike
  • lawful take of water should be adversely affected as a result of the diversion
  • Must ensure the diversion does not cause any flooding, erosion, scouring, land instability or damage of any other person's property
